The Deutsche
Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Bosnia and
Herzegovina invites expressions of interest from qualified service providers
for an upcoming procurement procedure under the project “The Green
Transition: Promoting the Circular Economy in Cities and Municipalities in
Bosnia and Herzegovina (CE4BiH).” The assignment will support sustainable
financing and capacity development for integrated waste management in the
Federation of Bosnia and Herzegovina (FBiH), in line with relevant strategic
priorities and EU circular economy requirements.
The
assignment comprises three work packages:
1) developing
guidelines for a uniform methodology for calculating municipal waste management
tariffs;
2) developing
a fee eco-modulation model within the extended producer responsibility (EPR)
system for packaging waste in FBiH; and
3) designing,
institutionalising and implementing a gender-responsive capacity development
programme focused on sustainable financing of integrated waste management.
Activities
will be carried out in cooperation with the Federal Ministry of Environment and
Tourism (FMoET), the FBiH Civil Service Agency (CSA FBiH) and other relevant
stakeholders. The assignment aims to strengthen financial sustainability,
incentivise waste prevention and recycling, and enhance institutional
capacities to advance the circular economy transition.
GIZ
hereby invites interested and qualified legal entities registered in
Bosnia and Herzegovina to submit an Expression of Interest
(EOI).
The assignment is expected to be implemented by
two interdisciplinary expert teams: one comprising experts in finance, waste
management, law and gender equality, and the other comprising experts in
finance, waste management and law.
Minimum Eligibility Requirements
Interested
legal entities are requested to submit following documentation:
- 1. Legal entity registered in Bosnia and Herzegovina - extract from the court register.
- 2. Self-declaration of eligibility to be filled upon request.
- 3. In the case of a tenderer consortium, a joint declaration by all consortium members and leader is required.
- 4. Evidence of average annual turnover (Bilans stanja i uspjeha): a minimum of BAM 200,000 net per year, on average, over the past three financial years.
- 5.
Number of employees:
minimum of 6 in each of
the past three years.
- 6. A list of at least three (3)
reference projects in
the environmental protection sector, each with a minimum contract value of BAM
60,000.
