CALL FOR EXPRESSION OF INTEREST

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Bosnia and Herzegovina intends to conduct a procurement procedure for the selection of a service provider under the project "The Green Transition: Promoting the Circular Economy in Cities and Municipalities in Bosnia and Herzegovina (CE4BiH)."

The envisaged assignment includes:

GIZ hereby invites interested and qualified legal entities registered in Bosnia and Herzegovina to submit an Expression of Interest (EOI).

The CE4BiH project supports public institutions, municipalities and private sector stakeholders in Bosnia and Herzegovina in introducing and implementing circular economy approaches, with a particular focus on the waste management sector, in line with European Union requirements. The project contributes to strengthening Bosnia and Herzegovina's economic competitiveness and green transition by improving waste management, increasing resource efficiency and integrating circular economy principles into institutional frameworks and business practices.

The project is structured around the following outputs:

• Output 1: The legal, institutional, and planning framework for the implementation of circular economy approaches at the entity and local levels is strengthened in line with EU requirements and gender equality principles.

• Output 2: The planning capacities of municipal stakeholders for implementing integrated waste management and circular economy approaches are strengthened.

• Output 3: The contribution of the private sector to the implementation of circular economy approaches is enhanced.

Interested legal entities are requested to submit following documentation:

1. Legal entity registered in Bosnia and Herzegovina - extract from the court register.

2. Self-declaration of eligibility to be filled upon request.

3. In the case of a tenderer consortium, a joint declaration by all consortium members and leader is required.

4. Evidence of average annual turnover (Bilans stanja i uspjeha): a minimum of BAM 150.000,00 net per year, on average, over the past three financial years.

5. Number of employees: minimum of 5 in each of the past three years.

6. 1 reference project in the field of environment sector or circular economy with a minimum commission value of BAM 40,000 in the last 36 months before the date of publication of this tender.

For reference project, please provide:

• Project title;

• Contracting authority/client;

• Commission value;

• Duration of the assignment;

• Brief description of the services provided.

The selected companies will be contacted and invited to participate in the procedure and submit technical and financial offer after the evaluation of letters of interest received according to eligibility grid.

Relevant for compliance with the deadline is the submission of documentation to the above-mentioned post address (post stamp) by 05.10.2026. Late and incomplete applications will not be considered.
