Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and under the Good Governance Program in Uzbekistan, is selecting an individual expert for:
Strategic planning consultant in support of the Agency for Strategic Development and Reforms under the President of the Republic of Uzbekistan (ASDR)
The program supports the Government of Uzbekistan in implementing the country’s new strategic planning, monitoring and evaluation framework, established by Presidential Decree No. 201 of 30 October 2025, Presidential Resolution No. 394 of 29 December 2025, and Presidential Decree No. 21 of 16 February 2026. The selected expert will work directly with the Agency for Strategic Development and Reforms (ASDR) over the period July 2026 – March 2027 (up to 90 expert days). The assignment covers four areas of work: methodological guidance and quality assurance for strategic planning documents; support to the monitoring and evaluation framework and to the Uzbekistan 2030 dashboard; the methodology and prioritisation tool for regional development strategies; and joint action initiatives with the Ministry of Economy and Finance and the Ministry of Justice.
This call is open to individual experts from Bosnia and Herzegovina and Montenegro.
We kindly ask interested experts to submit the following documentation:
• CV (max. 4 pages), clearly indicating the position held, the role and the duration of involvement in each reference project
• List of at least 3 reference projects in strategic planning, public administration reform or related areas, including project title, contracting party/implementer, duration and the expert’s role
• The technical assessment is only based on reference projects with a minimum commission value of 15000 EUR.
Qualification criteria
Applicants are expected to demonstrate:
• Advanced university degree in political science, international relations, economics, social sciences or a related field
• At least 7 years of relevant professional experience in strategic planning at different levels of government, including the preparation of key strategic documents
• Proven experience in public administration reform processes in transitioning countries, including direct work within public institutions
• Experience in the design and implementation of strategic planning systems and in advising key public institutions
• Solid understanding of international good practice in public administration reform and strategic planning
• Direct working experience in transitioning countries in Central, Eastern and South-Eastern Europe; experience in the countries of the former Soviet Union is an asset
• Experience working with major bilateral or multilateral development partners, preferably in programme design
• Strong analytical, communication and negotiation skills, with experience managing complex stakeholder relationships
• Fluency in written and spoken English; intermediate knowledge of Russian
• Experience in integrating gender equality into planning processes is considered an asset
